As many of you are aware,
the state of Missouri is working on a redesign regarding the
delivery of certain services for individuals with
developmental disabilities. The new system would be a
"county-based" system transferring some, not all,
services to local SB40 Boards. The State would still be
responsible for quality control and the fairness of services.
The Arc of Missouri is
currently reviewing the proposed changes. We are certainly
aware of the successes with the Partnership for Hope and local
case coordination. We want assurances that this success can be
maintained in an expanded role. As always, our main concern is
the impact the new system would have on individuals with
developmental disabilities and their families.
We want assurances that all
county boards will subscribe to the concept of
self-determination. The system should adapt to meet the needs
of the individual, not force the individual to meet the needs
of the system.
We want assurances that
services will be consistent across the state and not biased by
geographic location. Services should be equitable in rural,
urban, and suburban areas, and should meet the needs of the
individual. Families should not have to move in order to
receive needed services.
We would ask that the state
move forward cautiously in making changes. We understand
economic challenges, but believe that expenditures which do
not meet the needs of the individual are a waste of valuable
